Recycling in Poynton

 

The Parish Council would like to thank all Poynton residents for their support in both putting out items for recycling and bringing them to the recycling points at the Civic Hall and Anson Road.
 
Macclesfield Borough Council was set a recycling target of 24 per cent of all waste by the Government. However, with your help, the Borough as a whole managed to recycle 46 per cent, almost double the target.
 
When recycling cans, plastic bottles and Tetrapak cartons, if possible please could they be rinsed out first to avoid attracting wasps. Also, if Tetrapak cartons are crushed flat, many more can be got into the container.

 
Vernon School – Extra Care Housing Proposal


Cheshire County Council is considering building Extra Care Housing on the site of the former Vernon Infants School. As a consequence of this, the County Council is holding a number of public exhibition meetings to discuss their proposals, which are to be held in the Civic Hall on the following dates:-
5.30pm to 7.30pm, 7th October
2.00pm to 4.00 pm, 9th October

Greater Manchester’s Future Transport – What it means for Cheshire


The ten local authorities of Greater Manchester are currently consulting on proposals for the largest investment in public transport that the UK has seen outside of the South East of England, supported by a limited weekday peak-time only congestion charge
Greater Manchester Transport Authority will have an exhibition lorry in the Civic Centre car park on 29th September 2008, to explain their proposals to the public

Visit to the Twin Town of Erd

Through the Twinning Association of Poynton (TAP), 11 representatives of the village attended the Annual Street Festival and Environmental Conference held in our twin town of Erd in Hungary over the weekend of 5th to the 8th September. 

The party which was made up of all ages and representatives from TAP, the High School, The Parish Plan Team, Macclesfield Borough Council , local musicians and artists and two members of the Parish Council, all of whom were very well received by the Mayor of Erd and his representatives.

No Parish Council finance was used to fund the visit.


Recognition Awards


“The Parish Council recently held an award ceremony to present Civic Awards to several residents in order to recognise the enormous contribution they have made to the wellbeing of Poynton, its organisations and its various groups and societies. 

Those who received the awards were Mrs E Tomkinson, Mrs S Warrington, Mr G Derbyshire and Mr G Scarrett. Mr P Kirk, Mr D Jones and Mr J Tanswell will also receive similar awards in October. 

At a separate ceremony, former Parish Council Chairmen and several other long-serving councillors were presented with an award to recognise their contribution to the wellbeing of Poynton”.

Waitrose Development

The first phase of the Waitrose development will commence in January 2009 with the construction of 2 new shop units next to Burt’s and refurbishment of property to relocate the Osteopath Clinic.

Construction of the supermarket itself is scheduled to commence in June 2009 with an estimated completion date of March/April 2010.

Calling all Artists and Environmentalists

Through the Twinning Association of Poynton (TAP) the people of Poynton have been invited to send up to 20 representatives to a series of events to be held in our twin town of Erd, in Hungary over the weekend of 5th – 8th September. 

Included in an interesting and fun programme are a number of workshops to discuss the environment, an arts and craft exhibition, and the annual Street Festival. There will also be an opportunity to participate in tours of the local area and visit Budapest.

Any residents, clubs or groups (based in Poynton) who have an interest or expertise in either environmental issues or the arts are asked to consider participating in this visit. Young adults (over the age of 18 years) are particularly welcome. 

An EU grant has been applied for by Erd, to cover the majority of the expenses for up to 20 people and there are still about 15 places available. Please note that the event is not being funded by the Parish Council and there will be no costs for Poynton council tax payers

This is an exciting opportunity to visit an emerging East European country and to experience not only their culture, but, also the culture of the other towns twinned with Erd.

Local Government Reorganization

The Cheshire East Unitary Council will come into being on 1st April 2009, replacing the Borough and County Council.

There will be an opportunity for parish councils such as Poynton to consider providing some of the services previously provided by either of the organisations, were it makes economic sense, or if the Parish Council considers that it can provide a more effective service, then this will be given serious consideration.

Poynton has three representatives on the Unitary Council (out of 81) who are Chris beard, Howard Murray and Roger West

Grants to voluntary organisations available from Macclesfield Borough Council

There are grants available for a variety of projects from Macclesfield Borough Council.

The grants budget is administered by a group of councillors who meet quarterly to consider grant applications for worthwhile causes in the Borough of Macclesfield. Applicants must be residents of, or from an organisation located in the borough, whose activities are for the primary benefit of the local community.

How much is available?

Generally the size of grant is determined by the nature of the project and the amount of other funding in place. Recent grants have ranged from £50 to £5000. It is also possible to apply for an INTEREST FREE LOAN in partnership with or separately from a grant application. Loans usually range from £5000 to £20,000. 

Who is eligible?

All applications are considered but generally the Grants Sub Committee prefers to fund one off projects and do not fund: - religious organisations, individuals, commercial/profit-making bodies, political organisations, national charities.

Council Tax: Some Good News

 

The total Council Tax bill for 2008 has now been fixed. The amount that a typical Band D house in Poynton will pay is made up as follows:

Residents will be pleased to see that there is NO INCREASE in the part of the Council Tax that goes to the Parish Council – it remains at just 72 pence a week. After inflation, this is actually a reduction. Despite this, we are able to improve our services to the village in 2008.

 

The large rise in the part of the Council Tax going to the Police was fixed by Cheshire Police Authority. They believe that this is essential to maintain an efficient police force. The Government insists on funding Cheshire Police as if it were a rural force, ignoring the big impact of cross border crime from Greater Manchester and Merseyside.

 

The Parish Council's share of the Council Tax goes entirely on local services. Parish Councillors are not paid, and do not receive any attendance or other allowances. They give their time freely to serve the people of Poynton. 

 

The Parish Council is appointing an Operations Officer. This role involves inspecting Poynton’s roads, paths and public spaces, ensuring they are clean and safe. He or she will help to ensure that road works are completed on time and to a high standard, and litter, graffiti and other eyesores are quickly removed.

 

Our councillors have persuaded Macclesfield Borough Council to end the “double taxation” system, whereby Poynton was unfairly forced to subsidise some services in areas that do not have a parish council. This has allowed us to freeze our share of the Council Tax in 2008 and develop further our services to the village.

 

A New Council for Cheshire

 

Parliament has now approved the future structure of local councils in this area. Cheshire County and Macclesfield Borough Councils are to be abolished from April 2009, and replaced with a single “unitary” council, which will run the major services, including education, social services, roads, planning and refuse collection.

 

The new Council is called Cheshire East, and covers the existing Macclesfield, Congleton and Crewe and Nantwich council areas. Three councillors (out of 81) will represent Poynton on the new Council.

 

Poynton Parish Council will stay as at present. However, it may be possible for the Parish Council to take over some services, possibly including street cleaning and overseeing road maintenance, providing they are properly funded by Cheshire East and impose no unfair financial burden on Poynton.

 

Plans for new Waitrose food shop in Poynton

 

Plans for a new Waitrose supermarket in Poynton have been submitted to Macclesfield Borough Council. If approved, it would be built on 85 to 97 Park Lane, currently occupied by the Vernon Building and nearby shops. A copy of the plan is available at the Civic hall. 

 

The Parish Council will consider the Waitrose planning application at a public meeting to be held at the Civic Hall in Poynton commencing at 7.30pm on the 16th April 2008.

Elections for the Parish Council 1st May 2008

 

The Parish Council elections will be held on Thursday 1st May 2008

 

You can become a local councillor if you are over 18 years of age, a British, Commonwealth, Irish or European Union citizen.

Litter

 

Litter is starting to become a problem in Poynton which is disappointing. The residents of Poynton can assist in reducing the incidence of this problem:-

 

When you see litter don’t walk by, set an example to others and place it in the nearest litter bin. Take responsibility in the immediate neighbourhood were you reside and ensure it is kept clean and tidy and help make Poynton a great place to live

Christmas Festival

The turnout for the Christmas Festival exceeded expectations with people of all ages packed into Park Lane, all enjoying the festivities that had been organised.

Bands played, there were dancers, jugglers and of course Santa Claus.

The Parish Plan Team who organised the event, were delighted that so many people came along to enjoy the event and appreciated the support of the many shops that stayed open late

Tesco Application

Tesco have submitted a planning application to have a supermarket built in Poynton.

Although the final decision on Tesco's application will be made by Macclesfield Borough Council, Poynton Parish Council will be consulted and asked for our comments. 

The Parish Council will formally consider the application on Wednesday 2nd January at a meeting held in the Civic Hall starting at 7.30pm, the meeting is open to members of the public. 

The plans will be available at the Civic Centre for viewing. 

David Malcolm from Macclesfield Borough Council who is the case officer for the Tesco application, will be available to answer questuions and to assist memebers of the public in understanding both the scheme and the processes involved in the application, but, it should be noted that there will be no formal discussion on the application itself

This will take place on the following dates:-

Monday 17th December 2007 – 7pm to 9pm
Thursday 20th December 2007 – 9am to 10.30am

Nor can you stand for election if you are an employee of the council

Many residents within Poynton have been getting involved recently by voicing their opinions on the Tesco proposal, why not go one step further and consider becoming a councillor

Civic Centre

There are a variety of rooms to hire at the Civic Centre ranging from small rooms for 6 to 8 people to the Civic Hall which can accommodate up to 250. Rates are reasonable, to enquire about cost and availability call Hazel Mason tel: - 01625 872238

There are many different groups and activities going on daily at the Civic Centre which include Bridge, Badminton, Photographic Society, Women’s league of Health and Beauty, learn to dance with CEROC every Thursday evening, and afternoon dancing to name but a few. Why not come along and join in!

Tesco Proposal

Whilst Tesco have not yet submitted a formal planning application, please let your Parish Council know what your views are, whether for or against.

Because of rules on ‘Predetermination’ your councillors will not be able to respond with a view of their own until the application is formally submitted and even then, they can only voice a view in the planning meeting itself. But, they are most certainly not ignoring the issue; it is very much at the forefront of their thinking at the moment.

Meetings of the Council

The Parish Council holds regular meetings of the Full Parish Council and the four committees which deal with all Parish matters. The meetings for the rest of this year will be held on the following dates

5th November - Planning and Environment Committee
12th November - Parks, Buildings and Highways Committee
19th November - Planning and Environment Committee

CAM

Community action meetings continue to be held at Poynton Workmen’s Club in Park Lane and the next scheduled meeting will take place on the 18th December 2007

Residents are encouraged to attend and are welcome to voice their views about what they feel are the current concerns and trends. At the moment speeding in Poynton is one of the current priorities

The Council would like to thank the many volunteers who help on a regular basis by joining the litter picking groups that take place monthly.

Double Taxation

The Parish Council has been working very hard for the past two years to address the issue of double taxation, whereby rate payers of Poynton pay twice for a service, once via the Parish precept then secondly in the precept raised by Macclesfield Borough Council who then provides a similar service to other areas of the borough without further charge.

This has now been recognised by the borough, enabling the parish to consider offering further enhancements to the services provided so far, whilst at the same time enabling the precept to be maintained at the current level without further increases next year 2008-09

Audit

The 2006-07 accounts have been fully audited and Completion of Audit Notices has been placed on the Parish Notice board. If anyone wishes to inspect the accounts, then please contact the Clerk

Youth Council

Poynton High School is setting up a Youth Council to enable young people to voice their concerns, participate in local government, be empowered to take decisions and action to improve their local community and to encourage young people to improve services they want in the locale.

The Parish Council is very supportive of this initiative, as it recognises that young people are the future of our communities and wants to encourage all interested young people to vote and become councillors when they are old enough

Policing in Poynton

The police with the assistance of the PCSOs have been very successful in reducing rates of Anti Social Behaviour and damage in Poynton in the past 12 months

ASB incidents have reduced from 27 incidents per month in April 2006 to 4 incidents in April 2007

Similarly incidents of damage have reduced from 13 reported incidents per month 12 months ago, to 3 incidents reported per month now.

Poynton in Bloom


The Poynton in Bloom committee has gone into hibernation, but, please keep all the good work up in the gardens throughout Poynton by filling pots with colourful winter plants

Changes at the Council


Councillor Chris Beard has been elected chairman of the Parish Council for 2007-2008, and Councillor Howard Murray has been elected Vice Chairman.
Committee Chairman have been elected for 2007-08 as follows:

Meetings are held on a Monday, usually starting at 8pm in the Civic Hall and are open to members of the public. Questions can be put to the Councillors before the start of the meeting.

Bypass

The Government has yet again postponed the Poynton Bypass, claiming a lack of funding. This is a huge disappointment, and the Parish Council will continue to stress the need for a Bypass. Traffic levels on London Road and Chester Road show the need for urgent action – there is no justification for the latest delay. 

Poynton in Bloom

There will a ‘Garden Safari’ taking place in Poynton from 12pm to 6pm on Saturday 21st July 2007.

Members of the public can walk around various gardens specially opened for them and listen to a talk on plant selection and garden layout of the gardens on display. Programmes are on sale at the Civic Hall for £2, with all proceeds going to the East Cheshire Hospice.

Roadwork’s in Poynton

United Utilities are planning to replace a vital power cable running from the sub-station in Georges Road West, along London Road North to Norbury sub-station, just past Brookside Garden Centre.

Parish Councillors have met recently with representatives of United Utilities and Cheshire County Council Highways to agree plans to minimise disruption. The first phase of the work, across the Fountain Place junction, will begin in late July and early August after the schools close for summer.

Civic Service

The Parish Council will hold its annual Civic Service on Sunday 22nd July 2007 at St Georges Church, hosted by the Chairman of the Council, Councillor Chris Beard.

A number of dignitaries will be present including Sir Nicholas Winterton MP and the Mayors of Macclesfield and Bollington.

Green Belt

The council remains vehemently opposed to any changes to the ‘Green Belt’ and has made these views known to Macclesfield Borough Council. We will continue to pursue this throughout the Core Strategy Consultation process, which is driven by the Government and the North West Assembly.

A Supplementary Planning Document for Poynton has been published by Macclesfield Borough Council as part of the Local Development Framework, which notes as an objective, ‘is to preserve intact both the ‘Green Belt’ and the remaining existing open spaces within the village’. This mirrors one of the key objectives of the Poynton Parish Plan.

New Clerk

The Parish Council has appointed Mr Brian Hogan as its new full-time Clerk. Mr Hogan will begin working for the Council on Monday 16th April 2007.

Charity Coffee Morning

The Mayor of the Borough of Macclesfield and the Chairman of the Parish Council will be hosting a Charity Coffee Morning at the Civic Hall on Saturday 21st April from 10.00 am until 12.00 noon. Attractions will include a concert by children from Lostock Hall Primary School, a performance by the Marionette Theatre Co. and stalls for homemade cakes, chocolate tombola, handmade cards, china, brica-a-brac, face painting, cushions, plants, red & white, second-hand books, St George's Church china, jewellery & bags, raffle.

Refreshments will be served by 1st Poynton West Brownies.

Tickets, available from the Civic Hall or pay at the door, are 50p (children free) and include entry into the 'Lucky Draw'.

Council Tax 2007/8

Poynton residents will note on the 2007/8 Council Tax bills that the Parish Council precept will be £37.27 equivalent to 71p a week for a Band D house. The precept pays for items such as: Parish Council staff, including a Lengthsman; the Civic Hall; four Police Community Support Officers; two play areas; tree and gate maintenance on the Inclines; graffiti removal; the maintenance and running costs of 350 street lights. We have petitioned Macclesfield Borough Council to resolve the problem of 'double taxation' a legacy of the 1974 reorganisation of local Government where, for example, Poynton residents pay through the precept for Poynton's Civic Hall, yet also pay for civic halls elsewhere in the Borough.

Volunteer Litter-picks

Our annual litter-pick took place on 3rd March. Eighty volunteers collected over 200 sacks of rubbish. Volunteers are also needed for the monthly litter-picks which occur on every last Saturday in the month, 10.00 am, meet at the Civic Centre.

Fire Safety Checks

Cheshire Fire and Rescue Service is giving safety advice to residents in their homes. A free home safety check is carried out with the householder by two trained Fire Service personnel and takes about 20 minutes. Free smoke detectors, with a 10 year battery, will be fitted where needed. Alternatively, if it is not convenient for the Fire Service to visit you, then you may be eligible for a home safety advice pack which includes a free smoke detector. There are limited numbers of free electric blankets for households, who are over 65 and free deep fat fryers which can be exchanged for old chip pans. Council Surgeries

The Parish Council holds monthly surgeries where residents can discuss problems and issues with Councillors. The date of the next surgery is 12th May 2007 from 10.00 am to noon at the Civic Hall.

Room Hire

Rooms are available for hire at the Civic Hall. These range from rooms accommodating about 20 people to the Main Hall which can accommodate up to 250. Rooms can be booked for most types of meetings and the Main Hall can be used for dances, wedding receptions etc. For availability and price please contact the Deputy Clerk, Hazel Mason.

Poynton Parish and Borough Councillors are pressing Cheshire County Council to control utility works to minimise the disruption for Poynton residents. A further meeting has taken place with Cheshire County Council Officers and Councillors, where it was agreed that contractors meet with Councillors before commencing works to agree timings, reduce disruption and encourage co-ordination between different contractors.

Poynton Circular Walk 


This is progressing with the help of local groups and Cheshire County Council. A map of the proposed route can be seen at the Civic Hall. If you require further information, please contact Susan Warrington (874823), Howard Murray (878367) or Wendy Fermor (872302) The next circular walk working party is on 14 January 2007 and will meet at the Civic Hall at 1.00 pm. The working party has applied for a grant to 'Breathing Places' which is part of the lottery fund to assist the project. 

Parish Councillors


Parish Councillors do not receive any wages or attendance allowances, and give up their time freely to help the local community. Many councillors also have full time jobs. The Parish Council precept goes entirely on local services, and is not used to make payments to councillors. 

Fountain Place Christmas Tree


Some people have been disappointed by the size of the Christmas Tree. We are pleased to report that, after discussions with Macclesfield Borough Council, an eighteen foot high tree should be in place in December 2007. The orange netting will also not appear next Christmas.

Lost Textile, Cardboard and Paper Recycling Sacks


Replacements are available from the Information Centre at the Civic Hall. Hessian 'bags for life' are also available from the Library for £2 each.

UK Villages Community Kitty


UK Villages Community Kitty offers small grants from £50 to £300 to support projects which are of benefit to communities. Examples of the type of projects which could be funded are: playgroups, environmental projects, fetes/festivals, technology for local usage, local heritage. Applicants must register on the UK Villages website prior to applying for a grant and entry forms must be filled in on line. Closing date is 10th March 2007. Poynton’s Police Community Support Officers (PCSOs) 


After a formal evaluation, the Council has decided to continue to sponsor our two Parish dedicated PCSOs for a further year. The cost of sponsoring a PCSO is to be reduced next year from £20,000 per year per PCSO to £11,000 per PCSO and the Council has decided to double the number of PCSOs to four from next April. We have received many supportive comments from members of the public concerning this initiative. The PCSOs have made a considerable impact on people’s perceptions of crime and disorder as well as the fear of crime. As part of the local police team they have also made inroads in tackling issues such as illegal parking and anti social behaviour. 

Gas Works in Poynton 


The Parish Council has been working with local traders to express our concern at the many weeks of disruption caused by the installation of new gas mains at Fountain Place. Meetings have been held with National Grid and their contractors, May Gurney, and Cheshire County Council. These lead to some increases in manpower at the site. 
National Grid stated that, to avoid dangerous leaks, all the old metal gas mains must be replaced across the country. Some further work on Park Lane, Dickens Lane and Shrigley Road is scheduled for later this year. Detailed maps can be inspected at the Civic Hall. 

Poynton in Bloom


The Parish Council has again supported the Poynton in Bloom Committee and the Residents’ Association in this initiative to make the Village attractive and colourful. The Parish Council for their part has once more provided the hanging baskets in Park Lane. 

Pedestrian Bridge at Poynton Railway Station


The Parish Council has been urging Network Rail to repair the footbridge at Poynton Railway Station and consequently the repairs were carried out in August. 

Bus Shelter on Park Lane – Outside Boots


We have requested Cheshire County Council to replace this shelter as soon as possible.

Community Action Meeting (CAM) 


The August CAM was well attended and residents voted for the Police to concentrate
on anti-social behaviour for the next two months. The next meeting is on 24th October

Changes at the Parish Council


Cllr David Robbie has been elected as Chairman of the Parish Council, Cllr Chris Beard has been elected as Vice Chairman and Cllr Mrs Sandra Horsman has been elected as a new member of the Council. They are looking forward to their civic duties and a further successful year for Poynton. 

Cllr David Robbie is keen to support local groups and organisations and would be pleased to attend and support events in Poynton. Please contact the Clerk (details below) if you would like him to attend a function.

Community Garden and Fountain Place

The redundant Texaco garage site on London Road South has now been transformed into the Community Garden with the help of Churches Together, the Parish Council and a grant from Awards for All. 
Fountain Place has also been greatly improved, again with grant money and help from Brookside Garden Centre. Please help to keep them in good order to support Poynton in Bloom.

CAM

The latest Community Action Meeting (CAM) voted that Anti Social Behaviour is to be the priority for Poynton Police's Community Action Team (CAT) during the coming two months. Residents heard a report from local PC Mick Warren and PCSO Mandy Simpson regarding their various activities in the previous period when the main priority had been speeding. This was followed by a session where residents could let the Police know what they felt were the current concerns and trends.
We continue to urge people to report any crime or nuisance to the Police; use 999 for serious crime and emergencies in progress, and 0845 4580000 for all other crime and nuisance. Please ensure you receive or ask for an Incident Number. No incident number = no recorded crime = no Police as there is “no crime in Poynton”.

On the Spot Fines for Anti-Social Behaviour

The Parish Council is considering implementing parts of the Clean Neighbourhoods and Environment Act, 2005. This would allow enforcement officers (who do not have to be uniformed and may include volunteers) to issue on the spot fines of £75 for a number of antisocial and environmentally damaging offences, including dog fouling, littering and nuisance vehicles. The Act covers such offences even if they are committed on private land. Fixed Penalty Notices can be issued to youths of 10 years and above. If agreement can be reached with Macclesfield Borough, the Parish Council may be able to enforce the Act from 1 October 2006. We hope that parents and teachers will stress the need to protect the environment and avoid the consequences of anti-social behaviour.

Graffiti Removal

The Parish Council continues to try to remove criminal damage (graffiti) as soon as possible. Please continue to report any instances to the Clerk on: 01625-872238. You should not assume that we already know about it, or that someone else will report it. Rewards of up to £100 cash are available (mobile phone credit for minors) for information regarding any criminal damage including graffiti. You can pass such information anonymously to Cheshire Crimestoppers (phone 0800 555111).

Poynton Litterpick

A litterpick is being organised by the Parish Council with the help of Macclesfield Borough Council and will take place on the morning of Saturday 8th April 2006. Please meet at 9:45 am at the Civic Hall, off Park Lane, Poynton. Many volunteers are needed to tackle different areas of the Village gloves, bags, littergrabbers etc. will be provided. Coffee Morning

The Parish Council will again be hosting a Coffee Morning starting at 10.30 am on Saturday 22nd April 2006 at the Civic Hall in aid of the Mayor of Macclesfield's Charity Fund. There will be stalls, raffles etc. and a pianist to create a relaxed atmosphere. Entry is £1 including the first cup of coffee. Come and meet the Mayor and your local councillors. Last year's event was both enjoyable and successful with all the proceeds going to local charities.

New Bus Service

A new bus service No. 379 starts on 8th April 2006. It will run from Dickens Lane via St George's Church down Chester Road to Bramhall, Handforth Dean, Heald Green to Manchester Airport. There will be 6 journeys a day on Mondays to Fridays and 7 on Saturdays, but none on Sundays. Passes and timetables are available at the Civic Hall. Existing passes are acceptable.

The service needs to generate sufficient passengers to be viable in the long term so please use it. From 1st April 2006 people aged over 60 can have free off peak bus travel. Use the bus service to start a day out.

Free Home Fire Safety Checks

Graffiti Removal

The Parish Council is continuing to have graffiti removed as soon as possible after it has appeared. We have worked hard to obtain external funding for this and we have now been successful in obtaining a grant of £1,500 from Macclesfield's Partnership for a Safe Borough. Please continue to report graffiti to us do not assume that we already know about it or that someone else has reported it (phone 872238). Do you want up to £100 credit on your mobile phone with just one phone call? Let Cheshire Crimestoppers (phone 0800 555 111) know who is causing the graffiti damage. There is no need to tell them your name or number.

Creation of New Footpaths

The creation of two new footpaths in Poynton is being pursued by the Parish Council. Proposals
to make a circular footpath around Poynton and establishing a footpath from Third Avenue on the
industrial estate to Copperfield Road over Poynton Brook are being investigated.

Parish Council Precept

The Parish Council has set a precept of £189,085 for 2006/2007 which is an increase on last year's precept of £30,290. This equates to 60p per week for a band D household as against 50p per week last year. The increase is mainly due to paying for Poynton's Police Community Support Officers (PCSOs) where the Council pays £40,000 a year and the Police pay £20,000. There is much concern in the Council about this increase but if we are to meet the expectations of the people of Poynton it is necessary to implement this small increase. The feedback on the PCSOs has been very positive and the Council will continue to provide them for the coming year.

Community Action Meeting (CAM)

Thank you to all those who attended the last meeting. About 45 people braved the rain and attended. They voted for the Police to concentrate on illegal parking and vehicle obstruction for the next period. Poynton's Police Community Support Officers now have the power to issue fixed penalty notices for illegal parking. The next CAM is on the 24th January 2006 at 7.30 pm at Poynton Community Centre. All are welcome.

Speedwatch

There are currently 17 volunteers who are fully trained. In July/August over 80 letters were sent out to speeding motorists together with three prosecutions. New recruits are still needed - volunteers who have some spare time during daylight hours would be welcome. Contact details are given below.

New Byelaws

The Parish Council is to introduce a range of byelaws, after public consultation, to prevent anti-social use of Poynton's parks, open spaces and play areas. The byelaws will cover Poynton Park and Pool, Prince's and Lady's Inclines, Barnaby Road play area and grounds, Deva Fields play area and grounds, Higher Poynton play area and grounds, Hockley play area, Lower Park Crescent play area and grounds and Phillips Bridge play area and grounds. The full proposed byelaws may be inspected at the Civic Hall.

Grants

The Cheshire Community Strategy Innovations Fund has £50,000 to award in grants. Awards of up to £10,000 are available to any partnership, or organisation working in partnership with others, operating within the administrative area of Cheshire County Council. Projects must improve quality of life and promote economic, environmental and social well-being across Cheshire. Bids must be in by 20th January 2006. 'Awards for All' is also seeking bidders for their remaining funding. £40million is available in grants of up to £5,000 for projects that enable people to take part in art, sport, heritage and community activities, as well as projects that promote education, the environment and health in the local community. Future Strategy for Poynton Park

The consultation process regarding the future strategy for Poynton Park is now well underway. Local groups, residents who live near the Park and anyone interested in the future of the Park are being consulted. If you have a view on the future of the Park, please obtain a questionnaire from the Civic Hall.

Homewatch

As the nights grow ever longer there is a corresponding increase in burglary and other property crimes. Householders can reduce the chance of being the victim of such crime by up to 40% simply by being a member of a Homewatch scheme. There are many signs around the village stating that a particular street is part of a scheme, but the sad truth is that many of these schemes are defunct. If you are unsure whether you are part of a scheme and would like to be covered by Homewatch, and in some cases enjoy a reduction in your insurance premiums, then please call Jane Thirsk, Homewatch Manager on 01625 610000. Many people love Poynton because of its community spirit - being a member of Homewatch is a simple way of contributing to your community and beating the criminals.

Anti Social Use of Vehicles

The Police are able to issue warning notices to drivers who use their vehicles in a careless or aggressive way. If a second occurrence happens, the vehicle can then be seized by the Police. The Police need the registration number of the vehicle and if possible a description of the vehicle and driver. Please then phone this information to the Police on 0845 4586371.

Alcohol Ban

The ban on the consumption of alcohol in designated places in Poynton became effective on 8th September. To consume alcohol in these places may now lead to arrest.

Graffiti Removal

The priority from the last Community Action Meeting was 'vandalism and graffiti'. In response to this, the Parish Council has spent £1000 to employ a contractor to remove the major graffiti vandalism in Poynton. If you see anyone committing criminal acts of graffiti please inform the Police immediately. 

Parish Plan Update

The report is being written and will be available shortly. After the Remembrance Service on Sunday 13th November, the Royal British Legion are holding a reception which will begin at about 11.30am at which the winner of the £200 prize will be drawn. There will also be a cheque given to Poynton High School for their assistance in collecting data from the questionnaires. Attendance is free to all.

Poynton in Bloom

Poynton in Bloom which was supported by the Parish Council has again been a great success. Many thanks to the Poynton in Bloom Committee and everyone who made an effort to support the project.

Speedwatch

Speedwatch is now fully operational. Volunteers regularly monitor traffic speeds throughout the Village and report speeding motorists to the Police.

Set the Pace - Make the Commitment

The Parish Council is supporting Cheshire County Council's 'Set the Pace-Make the Commitment' campaign whereby motorists commit themselves to driving within the speed limits. Further details, car window stickers, campaign leaflets and commitment forms, are available from the Civic Hall.

Poynton Annual Spring Clean

Poynton Spring Clean took place on Saturday 14th May 2005. Over 80 volunteers, including Parish Councillors, the Residents' Association, Churches Together and the Round Table, turned up to help the Parish Council clean up Poynton ready for Poynton in Bloom. Macclesfield Borough Council provided a rubbish collection vehicle and litter collection tools. About 80 bags of rubbish and litter were collected.

Telecommunication Masts, Road Diggings and Alcohol Licensing

Councillors have been pressing Macclesfield Borough Council and Cheshire County Council to manage and restrict the proposed sites for telecommunication masts, the quantity and duration of road diggings and the extension of pub licensing hours.


Community Action Meetings

Two meetings have now taken place with about 180 residents in attendance. Residents voted for the Police to concentrate on vehicle parking and speeding at the first meeting and vandalism and graffiti were voted the priority at the second meeting.

Parish Assembly

 

The Annual Parish Assembly will take place on Monday 25th April 2005 at 8.00pm in the Civic Hall.  This is a public meeting and is open to all Poynton residents.  If you want to express your views or put questions to the Committee Chairmen of the Parish Council, please attend.

 

Precept: 2005/2006

 

The Parish Council has now set a precept of £158,795 for 2005/2006.  This is a 9.17% increase on last year’s precept and equates to a total annual payment on a Band D house of £26.25 or 50 pence per week.

 

The majority of this increase will be spent on establishing Police Community Support Officers.  The Parish Council believes that in order to tackle low level crime and anti-social behaviour which has been spoiling Poynton for a considerable period, the precept needs to be increased.  The Police are currently recruiting the two Officers and they will be patrolling the streets of Poynton in April.  They will be managed by Poynton’s Police Sergeant and will closely liaise with the Parish Council.

 

Poynton Park

 

This summer we are intending to do some work in Poynton Park with the help of Community Services.  Footpaths will be improved, access gates and stiles will be improved and repaired, hedgerows will be strimmed and de-littered.  The work will take account of wildlife and birds nesting.

 

Parish Plan

 

We have been given a grant by the Countryside Agency to ask the people of Poynton how they want their Village to develop in the future.  A questionnaire will be distributed this month, so be sure to fill in your opinions and return it promptly which will allow you to be included in the prize draw.  Parish Plans are used to guide the decision making of the Borough and County Councils and will help to give us the Poynton we all want.  The Plans are also used to raise money for projects than can bring about our vision of the future.

 

Park Lane Shop Frontages

 

The Parish Council would like to congratulate all the shops and business who are keeping their shop frontages smart and tidy.  The Parish Council, together with Macclesfield Borough Council, will be encouraging shops and businesses to join the ‘Tidy Business Scheme’.  Please respond positively to this to help maintain a clean environment.

 

Graffiti

 

Macclesfield Borough Council will remove graffiti from private property, however, there will be a charge for this service. 

 

Speedwatch

 

Volunteers are now using the speedguns at selected locations in the Parish to help solve the problems of speeding motorists.  Additional volunteers are still required.  Full training will be given.

 

Fly Tipping

 

If you see anyone fly tipping, please report it to Macclesfield Borough Council on 01625 504760 with a description of the person or vehicle registration number if possible. If you see any fly tipped rubbish please report it to the same number.

 

Spring Clean

 

The Parish Council with Macclesfield Borough Council will be carrying out a Spring Clean of the Parish on Saturday 14th May 2005. Volunteers are needed.

Community Action Against Crime


Wherever you live your community may be a possible target for the criminal. Each of us has a vital role to play by becoming actively involved in crime prevention. It is estimated that membership of a Homewatch scheme reduces the chance of your home being burgled by as much as 40%; that is why insurance companies give sizeable discounts to members. Residents of a community possess a very specialised 
knowledge of their neighbourhood which even the local Police might find it hard to achieve. A Police Officer might not recognise someone in your garden as a stranger, but your neighbour would.

It is this kind of awareness and willingness to help that is the basis of Homewatch. 
The sharing of information between the Police and the schemes help reduce fear of crime as well as promoting community spirit.

The coordinators are proactive and very community spirited and as a result there are 60 active schemes in Poynton. However, 159 roads are not covered. We are always looking for volunteers to coordinate and liaise between the Police and their schemes.

Speedwatch


Volunteers are now being trained by Cheshire Constabulary to operate the speed guns and they will soon be helping to reduce the dangers of speeding motorists.


191 Bus Service


Cheshire County Council will soon be reviewing the subsidy on this service for the coming year. The Parish Council has urged them to continue its funding but the public have to use it, if you want it to continue.


Dog Bins


We have succeeded in getting Macclesfield Borough Council to install two dog bins on
Lady’s Incline and Hazelbadge Road and another is soon to be installed on Barnaby Road playing fields. The Parish Council has now decided to provide the money for three additional bins at Poynton Pool car park, Deva playing fields and Higher Poynton playing field.

Thank you for your response. The overwhelming preference was for black and white. 
Macclesfield Borough Council will be repainting it soon.

We are pressing Cheshire County Council to remove the ’straight ahead’ arrow on the offside lane of London Road South to prevent vehicles forcing their way into the inside lane when heading for Hazel Grove. We are also pressing Cheshire County Council for the installation of a pedestrian refuge on the carriageway near the National Westminster Bank to assist pedestrians to cross London Road South at this location.

Changes to the Parish Council

 

Councillor Charles Gorst has been elected as Chairman of the Parish Council for a second year. He is looking forward to his civic duties and a further successful year for Poynton.

 

Seven Councillors retired at the election in June and they were replaced with seven new Councillors who will represent the views of local residents. The new Councillors are G Bartos, C J Beard, J N Crossan, H Murray A V Parker, Mrs A Smith and Mrs S Warrington. The Chairman wishes them every success as Councillors and thanks the retiring Councillors for their service to the community.

 

The Council has also appointed a new Parish Clerk and Deputy Parish Clerk. Terry Crosswell has taken over as Parish Clerk and Hazel Mason as Deputy Parish Clerk. Terry works from 9.00 am to 1.15 pm Monday to Friday and Hazel works 1.00 pm to 5.00 pm Monday to Thursday and 12.30 pm to 4.30 pm on Friday.

 

Crime, Order and Public Safety

 

The Parish Council intends to concentrate on Crime, Order and Public Safety issues to make Poynton a better and safer place in which to live. Councillors consider that this is a major issue for Poynton and to start to improve the situation the following action plan is currently under consideration.

  • making Crime, Order and Public Safety issues the responsibility of one committee with a standing item on the agendas so that progress can be monitored at each meeting.

  • initiating a 'Speed Watch Campaign' to improve road safety.

  • obtaining advice from the Government on the provision of a village warden scheme and enlisting the help of ENCAMS to advise on graffiti and litter reduction.

  • creating alcohol free zones.

  • pressing the police for the services of a traffic warden

Poynton in Bloom

 

The Residents' Association who organised the event, supported by the Parish Council to put on a magnificent floral display. The Parish Council provided the hanging baskets and the Residents' Association with the help of Chris Halsall of Brookside Garden Centre provided planters. Many business premises, the Fire Station, churches, schools and local groups also erected hanging baskets on their buildings and/or created garden displays. All who participated and in particular, David Jones of the Residents' Association are thanked. The Council thinks that the effort and cost was worthwhile and that it helps us all to take pride iour village.  The Council intends to continue to provide and erect the baskets each summer and also intends to support Poynton in Bloom.

 

Graffiti

 

Our Lengthsman, Peter Sturmey, has been painting out graffiti on NTL boxes for several months now. We have now entered into a similar arrangement with BT and we will soon be painting over graffiti on their boxes. We cannot remove graffiti on private property but we can report it to the owners and ask them to take action.

Refurbishment of the Civic Hall

 

The refurbishment is now scheduled for January 2005 when Civic Hall room bookings are relatively low and the work will cause the least inconvenience.

 

Street Lighting Enhancement

 

A contract has now been awarded to Macclesfield Borough Council's Engineering Section for the enhancement of the street lighting on: 

  • Brookside Avenue

  • Hazel Drive , Ash Road and Birch Road

  • Hazelbadge Road

Former Councillor Bennis Beasley

 

We are sad to announce the death of former Councillor Denis Beasley, who was a member of the Parish Council for 17 years and was Chairman in 1992. He was also a member Cheshire County Council for 8 years. He devoted much of his time to helping the people of Poynton.

Beating Graffiti

 

The partnership with NTL Communications to tackle the problem of graffiti

is now underway. Our Lengthsman, Peter Sturmey, has painted out graffiti

on over 50 boxes to date.

 

Thank you to everyone who has called in or telephoned with details of

vandalised boxes. Please continue to do so, and we will do our best to

clear the graffiti as soon as possible.

Please remember however, that we can only clean NTL boxes. Peter

cannot remove graffiti from BT boxes or private property.

 

Local Police have been successful in arresting several 'graffiti artists' in

recent months, who were sentenced to community service work.

 

The Parish Council is considering taking civil action against anyone

found guilty of vandalism to our property, and will support the Police in

obtaining Anti-Social Behaviour Orders (ASBOs) against the offenders.

 

Parish Precept for 2004/05

 

The Parish Precept helps the Parish Council to provide a range of services,

including the Civic Hall, two play areas, footway lighting, information

services, tree maintenance on Poynton Inclines, hanging baskets on Park

Lane, and our increasing Lengthsman service. In addition, the 2004/05

budget includes funds for the Poynton in Bloom committee, who will be

responsible for entering the 2005 Britain in Bloom Competition.

 

The Precept has been set at £145,451 - an increase of 3.1% on 2003/04.

The cost of Parish Council services to a Band D House is £24.24 a year,

or 47p a week, for 2004/05.

 

Street Lighting Improvements

 

The Parish Council has an on-going policy to improve Parish owned street lighting in Poynton and bring it up to highway standard in appropriate areas. Once lighting is up to highway standard, it can be handed over to the County Council who will then take responsibility for repairs and energy costs.

 

The next phase of improvement is due in 2004 and will take place in the following areas, subject to approval of the majority of residents of these roads:-

 

Brookside Avenue

Hazel Drive , Ash Road and Birch Road

Hazelbadge Road

 

These areas have been selected for the proximity to local schools in the interests of

pedestrian safety. Consultation letters will be sent to all households in the scheme areas and a copy of the plans will be on display at the Civic Hall.

 

Funding for this project has come from the Parish Council's Capital Earmarked Reserve, a fund built up over the past three years.

 

Poynton Parish Plan

 

The Parish Plan is an opportunity for everyone to get involved in Poynton's future. A Steering

Committee, chaired by Mike Beanland, has begun work on the plan, which will focus on

affordable housing, public transport, youth issues, planning and the environment.

 

An application for grant aid to fund the Plan has been made to the Countryside Agency,

and other funding has been promised from the County Council and Macclesfield Borough

Council. Although the Parish Council is responsible for launching this scheme, it is primarily

community-driven - your chance to have a say in your future. More volunteers are needed to

serve on the Steering Committee, or one of the Focus Groups looking at specific issues.

New Parish Clerk to be Appointed

 

The Parish Council's Clerk, Anne Jenkins, will be leaving the Council at the end of April to take up her new post as Town Clerk to Barnstaple Council in Devon .

 

Chairman of the Parish Council, Charles Gorst said "Anne has been Poynton's Clerk for 14 years, and during this time, with her outstanding abilities and effort, the Council has gone from strength to strength. We wish her health and happiness and continued success in her new appointment".

The recruitment process for a new Parish Clerk is underway and the name of the new Clerk will be announced shortly.

QUALITY COUNCIL STATUS


The Parish Council was recently awarded Quality Council Status by the Government. We were one of only seven councils in the country to receive this award, the other six being in Devon (3) and Essex (3). The Council was subjected to rigorous examination in order to attain the Government’s exacting standards and prove that the Council is providing quality local services and is professionally managed. The achievement of this award means that the Council can now undertake new partnerships and additional services and this is currently being discussed with our partner organisations, Macclesfield Borough Council and Cheshire County Council.

The Minister of State for Rural Affairs, the Rt. Hon. Alun Michael MP, visited Poynton on 7th November 2003 to observe our services at first hand, and to unveil a plaque commemorating the award of Quality Council status.

PARISH PLAN 

One of the first projects from your Quality Council is the production of a Parish Plan. This will set a vision of how the community wants Poynton to develop and identify the action needed to achieve its aims. The Plan can include everything that is relevant to people who live and work in Poynton, from employment and playgrounds to the design of new buildings and protection of hedges and ponds, together with social, environmental and economic issues. The Parish Plan will:

reflect the views of all sections of the community 
identify which features and local characteristics you value 
identify local problems and opportunities 
spell out how you want the community to develop in the future 
prepare a plan of action to achieve the vision
Consultation starts in the New Year. WHAT IS IMPORTANT TO YOU?

GRAFFITI – AGREEMENT REACHED WITH NTL TELECOMMUNICATIONS. 

For some time we have been trying to solve the major problem of graffiti in Poynton, especially on the NTL telecommunication boxes. We are delighted to report that an agreement has been reached with NTL whereby they will supply us with their special quick-drying paint, and the Parish Council’s Lengthsman will use it to remove the graffiti. Hopefully, the mindless vandals will soon get tired and desist. So, if you see graffiti on an NTL box, let us know, and we will deal with it. 

POYNTON INFORMATION CENTRE’S FIRST BIRTHDAY

Saturday 8th November 2003 saw the first anniversary of the opening of the Information Centre in the Civic Hall. This partnership between Poynton Parish Council and Macclesfield Borough Council provides a "one stop shop" for local residents and visitors, and has seen a significant increase in number of calls on the service since it moved to the Civic Hall.

Competitions to celebrate the event were organised by Information Centre staff, with all proceeds going to BBC Children in Need. Prizes were donated by The Bookshelf and Councillor Ralph Burgess and presented to the competition winners by the Mayor of Macclesfield and the Chairman of the Parish Council. 

CIVIC HALL IMPROVEMENTS

The Parish Council is currently considering plans to improve and modernise the Civic Hall including:

refurbishment of locker rooms, storage areas and lavatories to provide modern facilities for the hirers. 
Provision of dedicated accommodation for "You & Yours Poynton" confidential counselling service 
Provision of adequate rest room facilities for Civic Hall staff
The refurbishment is estimated to cost about £30,000, funded in part by the Parish Council, with the balance coming from grants and/or partnership organisations.

BRECON CLOSE PLAY AREA 

The fencing between the Play Area and the adjoining gardens has just been renewed, new double gates have been installed, and the single gates have been modified to make the area more secure and deter vandalism. Play equipment has been repaired, new safety surfaces have been installed, and the equipment repainted. In addition, new picnic tables and seats have been provided outside the play area.

CRIME AND DISORDER ISSUES – FEEDBACK FROM LAST NEWSLETTER.

In our last Newsletter we asked for your views on the Parish Council paying towards a Community Support Officer employed by the Police. The response was very low and those of you who did respond were broadly against the scheme. Consequently, the Parish Council does not intend to proceed further on this matter, at the present time. 

Macclesfield Borough Council has just started its own Neighbourhood Warden Scheme. Currently, three wardens have been employed (with plans for more wardens next year) to control and discourage anti-social behaviour. They will patrol the whole Borough and will operate on a shift basis until 2.00am, so that Friday and Saturday nights will be covered. This Scheme may present another partnership opportunity between the Parish and Borough Council, and we shall investigate its potential.

PARISH COUNCIL PLANNING COMMITTEE – PUBLIC PARTICIPATION

 

The Parish Council’s Planning Committee meets on a regular basis to receive and make recommendations to Macclesfield Borough Council on all planning applications for Poynton. Dates of the meetings are published in the Poynton Post and all meetings start at 8.00 p.m. in the Council Chamber, Civic Hall.

 

Until recently, you could comment on any planning application by contacting your local Councillor, or writing to the Planning Committee. An additional facility is now offered. The Parish Planning Committee has decided to make the period from 7.30 p.m. – 8.00 p.m. available to applicants, neighbours and interested parties to speak to Councillors on specific applications which are on the Agenda of that particular Planning meeting. Councillors will listen to all views, but are bound by the Code of Conduct and Planning Protocol not to make any definitive statement until the application is duly considered at the Planning Committee meeting. A maximum of 5 minutes per application will be allocated.

 

Anyone wishing to avail themselves of this opportunity is asked to notify the Clerk’s Office (Tel 01625 872238) by 4.00 p.m. on the date of the meeting.

 

INFORMATION POINT


Pensions Surgery at the Civic Hall. Due to the demand for this service, the Surgery will now be held on the 1st and 3rd Tuesdays in the month, at 1pm – 2pm.

 

Nominated Neighbour Scheme for the more vulnerable members of the community. In brief, any unannounced or unrecognised caller can be referred to a nominated neighbour who will check credentials and accompany the caller on the visit. Full details from the Parish Council Office or Information Centre at the Civic Hall.


Twinning Association of Poynton. Members of the Association recently visited Erd in Hungary. The visit was funded by the members themselves, and did not use any public money. They brought back several mementoes which can be seen at the Civic Hall, and invite all residents to the Twinning Launch to be held on 12th September at the Civic Hall.


Boundary Committee Review of Two Tier Authorities in the North West The Boundary Committee is to carry out a review of two tier authorities in the North West, including Macclesfield Borough and Cheshire County Councils. as a precursor to a referendum on regional government. Look out for the Public Notices in the local press, Libraries, Information Centres and other locations.


CRIME AND DISORDER ISSUES


1. Newsletter No.3. asked for your views on the best use for the £12,500 allocated in the Parish Council’s 2003/04 budget for Crime and Disorder counter-measures.

 

At a recent meeting with the Chief Constable of Cheshire, it was suggested that the Parish Council could fund a Community Support Officer who would be dedicated to the Poynton area. We are told that the annual cost would be in the region of £25,000, funded via the Parish Precept (part of your Council Tax bill).


The Finance & General Purposes Committee has agreed to find out more about this scheme, for information purposes only at this stage. There are obviously many questions to be answered, including:-

 

  • What do the annual costs cover?

  • How can we be sure that the Officer will not be reassigned to other duties, if manpower resources are low elsewhere?

  • Will the existing Police presence be maintained, or reduced?

  • What happens when the Officer is on leave, or indisposed?

  • Who decides the hours of work and/or shift pattern?

  • Would one Officer alone address the problems of vandalism and graffiti, already identified in your responses?

Parish Councillors are well aware that Poynton residents already pay for Policing through their Council Tax, and this suggestion does amount to "double taxation". IF the Community Support Officer scheme is feasible, are you willing to pay more on the Parish Precept part of your Council Tax? Based on this year’s tax base calculation for Poynton, £25,000 equates to an extra £4.16 a year, or 8p per week, for a Band D house. PLEASE LET US KNOW BY 31st AUGUST.

 

2. Alleygating. The Parish and County Councils have joined forces to fund the provision of gates at either end of the passage between the Civic Hall and Library. These gates will be locked at night and for part of the weekend, in an attempt to deter the anti-social behaviour, damage and graffiti which has been rife in this area.

PARISH PRECEPT FOR 2003/4


The Precept for 2003/04 is £141,067.00, and is paid as part of your Council Tax. The cost of Parish Council services to a Band D house will be £23,47 per year, or, 45p per week. This is an increase of £2.34 per year or 4p per week on 2002/3 costs.


The Parish Council will be using this money to provide, and improve, its current services, i.e. The Civic Hall, Poynton Park, Brecon Close and Hockley Play Areas, some bus shelters, "footway" street lighting, afternoon staffing of the Information Centre, and our ever-increasing Lengthsman service. In addition, money will be allocated to specific funds including maintenance work on Princes Incline trees, improvements to facilities and storage at the Civic Hall, improvements to "footway" lighting to bring it up to highway standards, and – new for this year – initiatives to combat crime and disorder issues.

 

PROPOSALS FOR 2003/04

  • Crime and Disorder. The sum of £12,500 has been included in the Parish Precept for 2003/04 specifically to address crime and disorder issues, as required by s17 of the Crime and Disorder Act. The Parish Council will be consulting with the Police, Macclesfield Borough Council and other interested parties in how best to utilise this money for the benefit of Poynton. We need your input too – how do you think the money should be used? Some suggestions to date include:-
    - part-time Street Wardens - part-time mobile Security Patrols
    - contribution to fund speed cameras - provision of youth facilities
    - partnership with ntl to remove graffiti
    This list is by no means comprehensive or inclusive. Please let us have your ideas.

  • Civic Hall Improvements. The Civic Hall Development Plan is in the early stages of preparation, following consultation with hirers and organisations. The plan will look at present usage and future trends, address specific accommodation requirements, e.g. a dedicated room for the confidential counselling service "You & Yours", and improve facilities and storage space for our hirers.

  • Footway Lighting. Cheshire County Council, as highway authority, has been asked to carry out a complete survey of all Parish-owned "footway" lighting, and provide costs for upgrading such lighting to highway standards. We will consult with local residents in areas identified for improvement, before any work takes place, to ensure that the majority of residents are in favour of the scheme.


DID YOU KNOW?


Did you know that there is a Benefits and Pensions Surgery held on the first Tuesday of the month, as part of the Information Centre services? The Surgery runs from 1.00 p.m. – 3.00 p.m. and staff are available to answer any questions and assist with Benefits advice. For further details, please call in at the Civic Hall.

 

Did you know that Poynton has one of the only two glow-worm colonies in Cheshire? Colony numbers have been falling, partly due to the effect of a nearby Parish-owned street light – glow-worms do not like competition! The Parish Council, its lighting contractor and Ranger Services have been working together to remedy the problem. We are hopeful that the modified streetlight design will work, and Ranger Services will be monitoring the situation.

Flytipping. In recent months there has been a spate of flytipping in Poynton Park and its car parks. Motor parts, food debris, drums full of cooking oil and various other large quantities of rubbish have been left. Our thanks to an eagle-eyed resident, who witnessed flytipping, and took the registration number of the vehicle. This has been passed on to the Police for action.


Dog Fouling. Thank you to all our residents who clean up after their dogs, but can we make a plea on behalf of our Lengthsman and volunteers who look after the Inclines litter bins – please take your dog waste home. The bins on the Inclines are intended for litter only, but they are increasingly being used to deposit dog waste, which makes the task of emptying them both unpleasant and unhygienic for the volunteers and our Lengthsman.

 

QUALITY COUNCIL


During 2003, the Parish Council will be working to achieve Quality Council status, a new initiative to be launched by the Government this year. The Quality Council status will enable town and parish councils to negotiate with other authorities to provide more services at local level.

COMMITTEE NEWS


Planning meets on average at least twice a month to make recommendations on all Poynton planning applications to the Borough Council. Did you know that Macclesfield Borough Council is one of the busiest planning authorities in the country?
Recently the Committee has been negotiating with Texaco to improve the appearance of the former garage site on London Road South. Texaco cannot dispose of the site until next year, but they have promised to ensure that the fencing is kept in good repair and the area kept tidy. Any problems at the site should be reported to Texaco’s Customer Service on 0207 7193737.

 

Street Lighting & Highways has an on-going policy to fund the replacement of Parish-owned footway lighting in areas where there are recognised road safety issues with new highway standard lighting, which then becomes the responsibility of the County Council. The Committee has recently completed a consultation exercise with residents of Coppice Road on whether they wanted the street lighting to be improved. 69% said "No". The funding for this scheme will, therefore, be allocated elsewhere in Poynton, after consultation with residents and discussions with the County Council.


The Committee has also been working hard to resolve the long-standing problem of the missing bus shelter at Fountain Place. After years of conflicting advice and promises from the County and Borough Councils, the Parish Council decided to use its own funds to pay for a shelter to be provided. It was ordered from the County Council in February 2002 and money set aside. We are still waiting – a shortage of engineering staff is the latest reason for the delay. If you use the bus stop, or would use it if there were a shelter, please add your voice to ours and contact the County Council’s Transportation Section at Chester,Tel No. 01244 602387.

 

Parks & Buildings is still struggling with the drainage problem at Hockley Play Area. The good news is that, after numerous tests, boreholes etc. we may be near to a solution. Watch this space!
Work on the new Information Services Centre at the Civic Hall started in late August. We will do our best to minimise the disruption to users of the Civic Hall, so please bear with us during the conversion works – it will be worth it!In Poynton Park, the Committee has agreed to pay for the pathway on the field side of the Pool to be extended round the Park to South Park Drive Car Park. This work will be funded by the Parish Council together with a generous contribution from Poynton Access Group.


Finance & General Purposes had overall responsibility for organising the Golden Jubilee Celebrations which were such a success. Our thanks to all the local bands and performers, exhibitors and local business, and especially to Cllr Rick Simpson and Mrs Pat Robbie who organised the events. The Committee also provided the hanging baskets on Park Lane, with sponsorship from Brookside Garden Centre. Do you like them? Should we provide more next year? Let us know.

The Committee will soon be discussing the Precept for 2003/2004. Newsletter No. 1 gave you the Precept level for 2002/2003 and the equivalent cost per Band D property (41p per week). Budgetary provision will be made for 2003/2004 to cover both our existing services and on-going projects such as improved street lighting, improvements to the Civic Hall, Poynton Park, Poynton Inclines tree work and the Lengthsman service. Are there other services that we should be providing? If so, what? Should we extend the Lengthsman service even more? Should we re-visit the idea of employing street wardens? Please let us have your suggestions and opinions.

NEWSLETTER NO. 1


WELCOME to the first edition of Poynton with Worth Parish Council’s Newsletter. It is our intention to issue Newsletters on a regular basis, to inform residents of the Council’s services, current and future plans, and seek your views on these issues.

Poynton with Worth Parish Council is comprised of 17 Councillors, serving the three electoral Wards of Poynton as follows:

Four Committees administer the Council’s services: - Planning, Parks & Buildings, Street Lighting & Highways and Finance & General Purposes. Meetings are held on Monday evenings in the Council Chamber, Civic Hall. Members of the public are most welcome to attend and listen to the debates. The Parish Council Chairman is available to answer questions from the public before the full Parish Council meeting, which takes place approximately every five weeks throughout the year, with the exception of August. The dates of all Committee and Parish Council meetings are advertised in the Poynton Post.

 

PARISH COUNCIL SURGERY
Held on the second Saturday of every month, except August, at the Civic Hall between 10.00 am – 12.00 noon. This is yet another opportunity for residents to seek advice or discuss problems with their local Councillors. At least two Members of the Parish Council attend each surgery.

 

PARISH COUNCIL RESPONSIBILITIES
The Parish Council owns and maintains the Civic Hall and Brecon Close and Hockley play areas, parts of Ladys and Princes Inclines, over four hundred "footway" street lights, six bus shelters and six notice boards, and is also responsible for Poynton Park. The Council also makes recommendations on local planning applications. One full-time and six part-time staff are employed, together with two contractors who are responsible for street lighting and play areas, respectively.


HOW MUCH DOES IT COST?
The Parish Council has set its Precept for 2002/2003 at £126,373.00. For a Band D property in Poynton, this will equate to £21.13 per annum on your Council Tax bill or 41p per week for the year 2002/2003. This sum not only helps to provide the services already listed, but provides for the projects listed below.


PLANS & PROJECTS FOR 2002/2003

  • Following on the successful launch of our Lengthsman Initiative in 2001, extra money has been included in the 2002/2003 budget to enable us to increase the Lenthsman’s hours of work. We have received many complimentary letters and telephone calls about Peter Sturmey and the good work he is doing to date in clearing litter, cutting back nettles, removing fly-tipping and generally tidying up the Village and believe that the increased service will benefit Poynton even further. Peter cannot work on private land or property, but if there is a public area which needs attention, please let us know.

  • A solution to the long-standing drainage problems at Hockley Play Area is being actively pursued and it is hoped that an answer will be found in the near future, so that we can re-open this play facility.

  • Discussions are taking place between Macclesfield Borough Council and the Parish Council on a partnership to provide the full range of Information Services at the Civic Hall. Through this joint agreement, and by utilising resources from both Councils, it is our intention to extend the present excellent service to include afternoon opening on Mondays to Fridays, manned by Parish Council staff, a private interview room, plus leaflets, souvenirs and display facilities. Extra funding has been included in the 2002/2003 budget to meet this requirement.

  • The Parks & Buildings Committee will be reviewing the facilities provided at the Civic Hall and producing a development plan to meet the present and future needs of our users. The Committee would welcome suggestions and opinions on this issue.

  • The Queen’s Golden Jubilee will be celebrated with a "Golden Gala" on 31st May, a concert on the lst June and a "Party in the Park" on 2nd June. Plans to restore the water to the Fountain have been suspended for the time being, due to unforeseen and potentially very costly problems.
